Throughout the government’s plans is a commitment to overhaul the parts of the current that are not working. Mencap is pleased that positive changes are planned that will affect people with a learning disability. These include:
- making the social care assessment process clearer, to help people understand what they are entitled to
- clearing up rules around portability, so that people can move to another local authority without the fear of losing their current levels of care and support
- tightening rules around safeguarding
- looking to reform the current eligibility criteria system to end the postcode lottery.
However, Mencap says that despite the planned reforms, many people with a learning disability will still be denied access to the care and support they need. This is down to pressures on local authorities from the growing demand on services, combined with major government spending cuts.
